OPENAI NOW RUNS INFERENCE INSIDE THE UAE.

WHAT HAPPENED

On 12 August OpenAI made inference residency available in the UAE to eligible customers of its API, ChatGPT Enterprise and ChatGPT Edu. For those customers, prompts and responses are processed on GPUs located in the country. The UAE is the third location where OpenAI offers this, after the United States and Europe.

It sits on top of UAE data residency, which OpenAI rolled out to business users in late 2025 and which governs where data is stored at rest. Data residency has to be enabled first. Inference residency adds a second guarantee: where the model actually runs.

THE IN-COUNTRY OBJECTION GETS NARROWER

Until this month, OpenAI could keep a UAE customer's stored data in the country while the requests themselves were processed abroad. A company whose regulator or client contract required local processing used other routes: an open-weight model inside its own perimeter, or a cloud provider's in-country hosting.

For a company already standardized on ChatGPT Enterprise or the OpenAI API, that changes the shape of the stack. Workloads that had to be carved out to a second platform because of where processing happened can, if the account qualifies, stay with the same vendor. Running them on one platform means fewer integrations to secure and one contract to review.

Residency settles where the computation happens. OpenAI still operates the service under its own terms, so the vendor review your risk committee runs today still applies, and so does the question of which data should reach a third party at all.

THE FINE PRINT DECIDES WHO QUALIFIES

It is not self-serve. OpenAI's documentation says data residency is typically enabled for an organization through its sales team. On the API, the UAE region needs additional approval, and regions outside the US also need approval of abuse-monitoring controls and a Modified Retention amendment. For ChatGPT, UAE storage residency applies to new Enterprise and Edu workspaces, which matters if you already run one.

The guarantee has edges. At launch, features such as image generation and internal search were listed as unavailable under UAE inference residency, and Middle East AI News noted that CPU-side functions such as authentication, routing and analytics may still run outside the country. Model coverage is narrower than the global catalog, and published accounts differ on exactly which models qualify.

Then there is the price. OpenAI's API pricing applies a 10% uplift to regional-processing endpoints for models released on or after 5 March 2026. Per call it is small. On an agent that makes dozens of calls per task, it becomes a visible line in the unit cost.

BUY RESIDENCY FOR THE DATA THAT NEEDS IT

• Classify the workloads first. Sort what you plan to run by data class. Pay for in-country processing where a regulator or a client contract requires it, and run the rest on whatever does the task best for the money.
• Get the scope in writing. Ask which models and features stay in the UAE for your account, and which supporting services run elsewhere. Go through authentication, logging, abuse monitoring, connectors and web search one at a time.
• Test on the model you will actually get. If the UAE configuration trails the newest release, benchmark your workflow on the eligible model before you sign. A short pilot shows whether it is good enough for the task.
• Put the uplift into cost per task. Add the 10% to your cost per completed task, so the residency premium sits next to the alternatives it competes with.
• Keep a private route for the top class. Some data should reach no third-party service, wherever that service runs. For that class an open-weight model inside your own perimeter is still the answer.
